They will collect on bricks: the residents will no longer be charged for acceleration of capital repairs

Citizens will no longer be charged for accelerating capital repairs. Now the assessment of the technical condition of the house is carried out once in a quarter of a century, and inspection in a shorter time can be done only at the expense of homeowners. Now regional operators will have to make an assessment once every five years at the expense of capital repair fees already paid by residents. Such a bill has been prepared for submission to the State Duma. Parliamentarians and business representatives consider the initiative logical, but the main thing is that there will be enough money for an extraordinary overhaul, if there will be a lot of people willing to do it.

Assessment of the condition of the house for overhaul

In the State Duma proposed to amend the Housing Code, according to which an accelerated technical inspection of the state of the apartment building (MFB), and therefore the possible capital repair will be held once every five years. Regional operators (in most cases they are the Capital Repair Funds) will be obliged to carry it out at the expense of funds already paid by citizens for capital repairs. As "Izvestia" found out, such a bill will be submitted to the lower house of parliament on January 29.

Izvestia's Synopsis

According to the current legislation, capital repair of a house in Russia should be carried out once in 25 years after the property is put into operation. After this date, the managing organization comes out with an initiative to conduct a survey of the technical condition of the house. Its results should be sent to the executive authority responsible for the implementation of the regional capital repair program.

On September 1, 2024, the law came into force, which gave the right to homeowners to make an early decision on the survey of the technical condition of the apartment building. In this case, the citizens themselves must pay for the assessment, or funds can be allocated from the budget of the subjects, which are reluctant to do so due to a shortage of funds.

- We understand that the technical condition of the apartment building should be monitored with a certain regularity to reduce the likelihood of emergencies, to exclude the accumulation of hidden defects and to reduce the cost of repairs, - explained "Izvestia" one of the authors of the bill, deputy chairman of the State Duma Committee on Construction and Housing Alexander Aksenenko.

According to him, the meeting of owners of MFB today can order such a study at any time, but they must pay for it themselves.

According to the authors in the explanatory note to the bill, which is available at Izvestia, today the cost of accelerated inspection of the state of the apartment building in each subject is different. Thus, inspection of a typical nine-storey building with 4-5 entrances in Astrakhan will cost at least 200 thousand rubles, while in some regions prices for such services reach 300-400 thousand rubles. According to experts, since the law came into force, the demand for such services has increased dramatically, which has led to an increase in their cost by an average of 15-20%, the document says.

- The bill will increase the responsibility of rego-operators, the safety of housing and in general will make the system of capital repair more effective, - said "Izvestia" another author of the bill, the leader of the faction "Just Russia - For Truth" Sergei Mironov.

If the study shows that the house needs overhaul, then citizens will not have to wait for its conditional 20-30 years, not to mention the savings.

In the Ministry of Construction "Izvestia" reported that the bill has not yet received for review.

Why a house overhaul cannot be done at once

The deputies' colleagues in the State Duma found their proposal logical. Neither Rospotrebnadzor, nor Rosprirodnadzor, nor Rosselkhoznadzor, nor other services and agencies charge the public additional money if it is an unscheduled inspection of the safety of services, food or some other things, Nikolai Arefiev, first deputy chairman of the Committee on Economic Policy from the CPRF faction, told Izvestia.

- Therefore, it is possible to support such a bill. Ensuring the safety of citizens' residence is, after all, the duty of the state. It is wrong to take money for this. What if there is no money or the residents cannot collect it for some reason? Are we going to wait for the house to collapse? - noted the deputy.

This opinion is shared by the head of the Committee on Labor, Social Policy and Veterans' Affairs from LDPR Yaroslav Nilov.

- Unfavorable condition of the house is a risk, a question of safety and comfortable living. Since citizens raise this issue, it means that in practice there are such situations with high cost of house inspections. Therefore, if there is an opportunity to relieve the population from unnecessary payments, it should be supported, - explained the deputy.

Funds of capital repair in the regions today make up a queue of houses - most often by year and type of such buildings, said "Izvestia" chairman of the Committee of the Chamber of Commerce and Industry of the Russian Federation on entrepreneurship in the field of housing and communal services Andrei Shirokov.

- Therefore, if it is necessary to speed up some repair processes, it should be paid from the funds of capital repair, as it is the citizens' money," he said.

According to him, the state should resume regular technical inspection of apartment buildings according to certain standards, rather than to conduct it once every 25 years by the time of overhaul.

- For example, it should be conducted once every three years or once every five years, so that information about the state of the house is accumulated," the expert explained.

Director of the Association of management and maintenance organizations in the housing sector Tatyana Gotsulenko drew attention to the fact that today in Russia there is a queue for repair of apartment buildings by the term of their commissioning - information about each object can be found in the GIS Housing and Communal Services. At the same time, she noted that if there are a lot of people who want to repair houses unscheduled, there may not be enough money for this purpose at once.

- On the other hand, the deputies' proposal is justified, as the houses in the overhaul program are not always fairly ranked by their technical condition," the expert explained.

She also believes it would be right for management companies to monitor the condition of houses not once every 25 years, but much more often and, if necessary, prepare sets of documents for repairs.
