The Ministry of Education has established a council to protect the honor and dignity of teachers, according to the official website of the department. It appeared in order to analyze appeals related to difficult and conflict cases received by regional structures involved in protecting the honor and dignity of education workers. The decisions he develops are purely advisory in nature. Izvestia investigated how this will affect the work of teachers and what problems are most acute in this area today.

A vulnerable position

The new council includes representatives of the Ministry of Education, the All-Russian Trade Union of Education, federal and regional executive authorities, as well as reputable experts in the field of education. The co-chairs were Sergey Kravtsov, Head of the Ministry of Education, and Larisa Solodilova, Chairman of the All-Russian Trade Union of Education.

The council has a wide range of responsibilities, but its key goal is to strengthen the professional authority of teachers and provide real assistance to those who are already working at school, Boris Ilyukhin, senior researcher at the Center for Economics of Continuing Education at the Presidential Academy, told Izvestia. Such measures can increase teachers' confidence in their own security. Also, caring about the status of teachers directly affects the quality of the educational process. The support of the teaching community helps to maintain stability in the education system.

— Unfortunately, often the administrations of educational organizations hide conflicts, according to the principle of "whatever happens", and in difficult situations they take the position of parents of schoolchildren in order to avoid complaints to the educational authorities. After all, the presence of complaints, as a rule, leads to the depravity of school administrations. I hope that the main result of the council's work will be a sense of confidence and security of teachers," the expert emphasized.

The Council, designed to ensure respect for the honor and dignity of teachers, is obliged to focus on the development and strengthening of public policy aimed at increasing the prestige of the profession and preventing systematic violations of the labor rights of employees of educational institutions, Vadim Kovrigin, Candidate of Pedagogical Sciences, Associate Professor of the Department of Political Analysis and Socio-Psychological Processes at Plekhanov Russian University of Economics, told Izvestia.. Such a platform should serve as an expert body that forms proposals and recommendations for the authorities.

The Council could contribute, in his opinion, to building a dialogue between the teaching community and government agencies. In the future, it can become an important tool for public control over the quality of the educational environment. The main value of such an initiative lies in a systematic approach to protecting teachers' rights, rather than in resolving one-time disputes.

— The teacher is older and wiser than the student. Judging both the teacher and the student will only contribute to an even greater decline in the authority of the teacher, regardless of the outcome of the dispute resolution procedure," Vadim Kovrigin emphasized.

According to him, the most serious problem in protecting the professional honor of teachers is related to their weak protection in the information space. Accidental photos or video recordings, taken out of context and distributed online, can negatively affect a teacher's reputation. One of the functions of the council should be to develop measures aimed at preventing such situations. At the same time, timely support from specialists can reduce reputational risks. Educational work with society also plays an important role, forming a respectful attitude towards teachers.

"An important issue is also the role of parents and other stakeholders in the educational process," the expert believes. — We need to think about developing a unified set of norms that limit and define the role of parents in interacting with the school and teachers, classroom teachers. Sometimes, in specific situations, with the connivance of the leadership, the teacher feels insecure in interacting with individual parents.

The relevance of the profession

According to the results of August, employers published over 26,500 job offers in the scientific and educational sphere, Maria Ignatova, Headhunter research director, told Izvestia. This indicated a high interest in specialists, although the number of requests was about ten percent lower than last year's level. At the same time, the activity of applicants increased by 17%: in total, more than 241 thousand resumes appeared or were updated. On average, there are 9.1 responses per position in education.

— At the same time, almost 16 thousand offers were placed for teachers, teachers and educators in August, which is 13% more than last year's figures. The index for the specialty "Teacher, teacher, teacher" is 8.4 resumes per vacancy," she noted. — The teaching profession remains one of the key ones in the educational field. Despite the general decline in the number of vacancies in the industry, the demand for teachers is showing growth, although it is accompanied by increased competition among applicants.

The development and modernization of youth policy is among the most important priorities of the state, Andrei Zhukovsky, senior researcher at the Institute of Regional Economics and Inter-Budgetary Relations at the Financial University under the Government of the Russian Federation, told Izvestia. The formation of a comprehensively developed generation is considered as a strategic and long-term task. The presence of councils at federal agencies is really necessary and can bring tangible benefits.

— The protection of the rights and honor of teachers and, in general, mentors for young people in one form or another depends on the general level of education and close work with young people starting from kindergarten. It is necessary to create a working mechanism for monitoring and protecting the rights of teachers in a single window mode, for example, on the website of the Ministry of Education and other related government organizations," the expert added.
