Getting to the policy: CTP is becoming more expensive in some regions due to increased fraud

CTP is becoming more expensive in some regions due to the growth of fraud. The difference in cost between the most "calm" and the most "problematic" subjects can reach two times, experts estimated. For regions from the "red" zone, the Central Bank also wants to introduce an additional coefficient that will make policies there even more expensive. At the same time, drivers without CTP will soon begin to be identified by cameras. Insurers are fighting fraud, and whether the authorities will take joint action to solve this problem, especially after policies begin to be checked automatically.

Why is the price of CTP rising and what does scammers have to do with it?

A global problem that leads to an increase in the price of CTP is the growth of car fraud, T—Insurance told Izvestia. The price of the policy depends on the accident rate in the region, respectively, in those regions of the Russian Federation where there are many accidents and high payments (including due to fraudulent actions or car lawyers), the tariffs are higher, explained Yuri Strekalov, Director of CTP Portfolio Management at Rosgosstrakh IC.

The impact is very significant: the difference in price between the most "calm" and the most "problematic" regions can be up to two times, said Irina Frank, CEO of Frank Auto. According to her, the highest cost of CTP is traditionally observed in the Chechen Republic, Ingushetia, Stavropol and Krasnodar Territories, as well as in a number of regions of the Southern Federal District, including Volgograd, Astrakhan and Rostov.

There are regions of the Russian Federation in which the frequency of accidents or the size of average payments are really abnormal, confirmed Alexander Goryainov, Deputy General Director of IC MAKS. This is often due to the actions of organized groups. The Bank of Russia classifies such regions as a "red" zone. The Central Bank plans to introduce a new territorial coefficient there. Due to this, the cost of policies for residents of such regions may double, the Zetta Insurance company estimated.

In regions with high risks of unfair actions in CTP, the frequency of insurance claims, the average payout and the rolling payout ratio significantly exceed the average Russian values by about 1.4—6.1 times, the press service of the Central Bank told Izvestia. This leads to a high loss of CTP in such regions of the Russian Federation.

Therefore, the establishment of an increased coefficient for such territories is economically justified, the regulator added. The Central Bank is currently finalizing proposals on coefficients.

According to the latest report of the Bank of Russia, two regions appeared in the red zone — Novosibirsk and the Republic of Ingushetia, the VSK recalled.

— Law enforcement agencies and the administration do not always take the necessary measures to prevent intentional accidents or thoroughly investigate accidents that have already occurred. According to T-Insurance, from the beginning of 2024 to the present, 36 statements about possible insurance fraud have been sent to the law enforcement agencies of the Novosibirsk region, but only two of them have been prosecuted. This situation is gaining momentum in different regions of Russia and requires the attention of both the state and regulators," T-Insurance said.

An increase in tariffs for these regions may affect the determination of regional authorities to counter fraud in their territories, said Alexey Bredikhin, director of the ACRA Financial Institution ratings group. And in the future, this will lead to lower tariffs. Reducing the risks of fraud can really improve the loss situation and can reduce the cost of policies, the VSK agreed.

It would greatly help the insurance industry if the investigation of insurance crimes in all federal districts became one of the priorities for the competent authorities, said Sergey Demidov, Vice President of Renaissance Insurance.

To combat fraud, legislation needs to be tightened, information exchange between law enforcement agencies and insurers needs to be developed, and new technologies need to be developed and used to identify fraudulent schemes, according to Zetta Insurance.

CTP fraud is divided into two components: the sale of fake policies and intentional multiple accidents during the insurance period, said Mikhail Mosesov, Deputy Director of the Underwriting and Reinsurance Department for Motor Insurance at Absolut Insurance. At the same time, the sale of fake policies is also a long—standing problem of the entire insurance market. Scammers create fake websites or sell policies at too low a price.

However, as a result, decent Russians pay for police-free drivers. To prevent this from happening, control over the availability of CTP will be strengthened.

When will the OSAGO be checked by cameras?

Automatic verification of CTP by traffic cameras will soon be launched in Russia. On behalf of Russian President Vladimir Putin, the launch is scheduled for November 1 this year. All departments are already preparing to implement the system by this date, the VSK confirmed to Izvestia.

At the same time, an experiment will be launched from November — the availability of the policy will be checked by cameras, but at the first stage violators will receive only warnings, said Yuri Strekalov from Rosgosstrakh. The mechanism is likely to be fully operational, along with fines, only in the fall of 2026, said Sergey Demidov from Renaissance Insurance.

The National Insurance Information System (NSIS) is ready for information interaction with the traffic police database for checking policies, added Nikolay Galushin, the company's CEO. A bill is currently being prepared for submission to the State Duma that will limit the number of fines for cameras for the absence of CTP to one per day, said Evgeny Ufimtsev, president of the Russian Union of Motor Insurers (RSA).

According to him, a decrease in the share of car owners without insurance will have a positive impact on the safety of other road users. CTP is not just "compulsory insurance", but financial protection of the driver in the event of an accident, T-Insurance emphasized. Moreover, we can talk about large amounts that a person will not be able to compensate for on their own in a short time. At the same time, the company makes most payments within one day after the occurrence of the insured event.

— If the person responsible for the accident does not have a CTP policy, the victim will have to defend his rights in court. However, given the possible imposition of fines for lack of insurance through automatic violation detection systems, such situations may become rare. This, in turn, will strengthen the protection of bona fide drivers and increase the level of insurance discipline on the roads," T-Insurance said.

Checking the cameras for a policy will also make it possible to more effectively curb the increase in the price of CTP, because conscientious car owners will not have to "pay extra" for those who drive without a policy, Evgeny Ufimtsev emphasized. Last year, in 16 regions of Russia, the price of insurance was higher than the national average, Izvestia previously reported.

However, it is important to continue to fight fraud in order to reduce the cost of CTP. For example, T-Insurance prevented 1,426 such crimes last year. In 2024, Renaissance Insurance prevented fraud in 293 declared events. And Sovcombank Insurance identified more than 300 cases of customer fraud in auto insurance in the first half of 2025.

However, according to Alexey Bredikhin from ACRA, the greatest effect in combating fraud can only be achieved through the joint systematic work of the regulator, insurers and the leadership of the regions.
