Half of all facilities and events of the master plans of the Far East are under active implementation, said Deputy Head of the Ministry of Regional Development Elvira Nurgalieva. At the same time, the rest are at the structuring stage. Izvestia investigated the main socio-economic difficulties faced by the Far Eastern Federal District and how the authorities are trying to overcome them.
Regional plans
On behalf of the president, master plans for the development of 25 Far Eastern cities are being implemented in the Far East, the press service of the Ministry of the Far East told Izvestia. A total of 875 projects are envisaged, investments in which will amount to 4.4 trillion rubles. 99 facilities have already been commissioned in 2024, and 63 more will be completed in 2025.
"The implementation of the projects provided for in the master plans will improve the living conditions of more than 4 million Far Easterners. According to forecasts, more than 300,000 people will come to the Far East or will not leave there due to the implementation of master plans for cities by 2030," the ministry said.
Special treasury loans have been allocated to the regions of the Far Eastern Federal District for the implementation of projects provided for in the master plans of the territories, including for the construction of educational and sports facilities, engineering infrastructure, landscaping and road repairs, the department added.
The business of the Far Eastern Federal District continues to actively increase the volume of attracted financing with state support for the implementation of investment projects, Alexander Isaevich, CEO of the SME Corporation, told Izvestia. Compared to the first half of last year, this figure has now increased by 9%. Local entrepreneurs were able to attract more than 9.7 billion rubles for their investment initiatives, which is almost 30% of the total volume of concluded contracts within the framework of the NHS.

The SME Corporation has implemented several projects in the district on the programs of "growing" suppliers. They help entrepreneurs prepare to participate in the procurement of state-owned companies under 223—FZ and conclude offset contracts that guarantee businesses a long-term order," he said.
To date, with the participation of the SME Corporation, applications from SMEs registered in the Amur Region and the Republic of Buryatia have been selected to participate in the Cultivation program and seven offset contracts have been concluded for the supply of products for the implementation of projects in the field of railway transport, Alexander Isaevich said. Production under these agreements is organized on the territory of Buryatia.
— In addition to offsets, in the second quarter of 2025, under Federal Law No. 223-FZ, the largest customers concluded 618 contracts with 284 entrepreneurs — SMEs registered in cities located in the Baikal-Amur Mainline area. The total amount of these agreements amounted to 5.36 billion rubles. Of these, 57 contracts were concluded with 35 SMEs from Tynda and Tynda district for a total amount of 1.3 billion rubles. Another 38 contracts are with 23 SMEs registered in Severobaikalsk and the North Baikal region, totaling 196.74 million rubles," Alexander Isaevich added.
The situation in the region

The active phase of half of the projects implemented in the Far East really indicates progress and active development of the region, Nadezhda Kapustina, professor of the Department of Economic Security and Risk Management at the Financial University under the Government, confirmed to Izvestia. However, the structuring of the second part indicates the continuing systemic challenges and threats, which consist in the need to find investments. The Far Eastern region traditionally faces a demographic outflow of the population.

Also, the climatic features of the region significantly increase the cost of construction and operation of facilities. Permafrost, seismic activity, and extreme temperatures require the use of special technologies, which increases project deadlines and budgets.
— Overcoming these difficulties is possible through the creation of attractive conditions for the consolidation of the population in the region, in particular, preferential mortgage conditions, maintaining a high level of income for the population, and the formation of high-tech and affordable medical care for the population.
At the same time, according to Nadezhda Kapustina, during the Soviet era, it was the high level of income, the opportunity to earn a decent pension and the guarantee of high-quality housing in the central part of the country after retirement that attracted highly qualified specialists to these regions.
— The development of digital infrastructure will reduce the isolation of the region and create new opportunities for remote work. The formation of educational clusters based on leading universities can also become a magnet for young professionals.
The diversification of the region's economy is of key importance," she said. — The development of high-tech industries, the tourism industry and the service sector will reduce dependence on the raw materials sector. The creation of inter-regional transport corridors, including the modernization of the BAM and Transsib, will strengthen the connectivity of the territories.
International cooperation with the Asia-Pacific countries opens up additional prospects, the expert added. The development of cross-border trade, joint ventures and logistics hubs can become a growth driver for the entire macroregion. The success of master plans largely depends on the synchronization of federal, regional and municipal efforts, as well as the active participation of private business in the implementation of strategic initiatives.
