By December 1, the Ministry of Labor, the Ministry of Education and the Ministry of Education will consider proposals from the Federation Council to expand the types of activities that require secondary vocational education. Which professions this may affect and how it will affect the labor market are described in the Izvestia article.

According to the government's instructions, the proposals will be developed by December 1, 2025, the press service of the Russian Ministry of Education confirmed to Izvestia. No responses had been received from the Ministry of Education and the Ministry of Labor at the time of publication.

The issue of expanding the types of activities for which secondary vocational education is sufficient is relevant — there is now a shift in emphasis towards secondary vocational education. At the same time, it is quite difficult to solve, Lyudmila Ivanova-Shvets, associate professor of the Basic Department of Human Resources Management at the Plekhanov Russian University of Economics, told Izvestia. In order for these changes to lead to changes in the labor market, many regulatory acts need to be changed.

— For example, in organizations where professional standards are mandatory, it is necessary to review the types of activities and change the requirements for the level of education, since many professional standards focus on higher education, but at the same time, secondary vocational education is sufficient in many positions, — the expert explained.

There are companies that, according to her, do not pay attention to the level of education, focusing only on skills and practical experience. For example, this is common in the IT field.

— Of course, this will have a positive impact on the labor market, because certain barriers to filling vacancies and employment opportunities will be removed. But it requires a thoughtful and professional approach to changing the requirements for the level of education, possession of the necessary skills and professional experience," Lyudmila Ivanova-Shvets is convinced.

Demand and expectations

There is no information yet on which specific professions may be affected by the changes, Tatiana Ushkats, an expert at the RUDN University Faculty of Economics, noted in an interview with Izvestia. There are many professions in vocational education programs, including graduates of technical profile, information technology and digital professions, medical, creative specialties and the service sector. Traditionally, it is considered that a diploma of higher education is necessary for the necessary conditions for employment and for certain positions. Many companies have long provided employment opportunities for those who only have vocational training.

"The new amendments to the law will significantly increase the number of available jobs for college and college graduates, which will ensure greater adaptability in the labor market and have a positive impact on the country's economy," the expert believes.

According to Tatiana Ushkats, there is a shortage of personnel among medical specialists, in educational institutions, technical specialties, in manufacturing and industry, and in the service sector (in terms of service business and tourism). These are the top priorities for Russia's economic growth.

In the first half of 2025, companies posted over 100,000 vacancies for applicants with secondary vocational education, Maria Ignatova, Headhunter's research director, told Izvestia. Most often, employers were looking for nurses and nurses (7% of the total number of vacancies), locksmiths and plumbers (5%). In terms of professional spheres, the largest number of proposals were published, respectively, in the field of medicine and pharmaceuticals (8 thousand) and construction (6.4 thousand).

Employers from Moscow (12% of the total number of vacancies), the Moscow Region (8%) and St. Petersburg (6%) were most actively looking for SPE specialists. This summer, there is a shortage of personnel on the labor market in the retail sector (1.8 resumes per vacancy), medicine and pharmaceuticals (2.2) and manufacturing (3.7), she said.

Currently, there is a high demand for individual specialists, for example, in industry, construction, transport and logistics, Vladislav Bukharsky, Associate Director for Sovereign and Regional Ratings at Expert RA agency, added in an interview with Izvestia. At the same time, higher education can often be a formal criterion, and the applicant's accumulated experience is much more important.

— Expanding the number of available professions for college graduates will partially alleviate the shortage of qualified personnel, while the demand for employees with vocational training is also high now. It will also increase the attractiveness of vocational education among schoolchildren, which in the future will make it possible to quickly close vacancies in industries where practical skills are needed," he noted.

Defining the path

The choice of secondary vocational education requires an analysis of many factors. The applicant should take into account, in particular, their own interests and abilities. The specialty should be chosen not only taking into account internal motivation, so that learning is not a burden. Students need to evaluate which subjects they are best at, what they are interested in outside of the curriculum, and which professions correspond to their character and lifestyle.

In addition, it is important to familiarize yourself with the content of the programs, the duration of the training, the types of practice and the final qualifications that the graduate will receive. Some colleges offer accelerated programs, while others, on the contrary, focus on deep training with lots of practical training. It would be useful to see what kind of machinery and equipment are used in the learning process, to what extent they meet the modern requirements of the industry.

The reputation of an educational institution is also of great importance. It is worth paying attention to the college's accreditation, license, participation in professional competitions, cooperation with employers, and the percentage of graduates employed. It is useful to communicate with current or former students, read reviews, attend an open day and ask questions personally to the teachers and the administration. Some educational institutions actively cooperate with enterprises and organizations, which allows students to practice in real conditions and often receive a job offer even before graduation.

An important aspect is the prospects for continuing education. Some colleges have agreements with universities that allow graduates to enroll in accelerated higher education programs. This is especially true for those who plan to deepen their knowledge or take a leadership position in the future. It is also important to clarify the possibility of participating in additional professional education programs, certification courses, and retraining programs.
