Everything is at home: new buildings will be rented with ready-made Internet networks
New and renovated houses will be rented out with ready-made networks for Internet connection. Any providers can use them. The Ministry of Finance is working on the introduction of such a requirement with relevant organizations, their representatives told Izvestia. How will apartment buildings be connected to the Internet
Internet access lines will be laid in new homes already at the stage of their construction and commissioning. This will also affect buildings undergoing major repairs. The Ministry of Finance is working on the introduction of such a requirement together with industry organizations, two sources in the telecom market familiar with officials of relevant departments told Izvestia. According to one of the interlocutors, the innovation will simplify the connection of residents of new buildings to the Internet.
— The Internet has become one of the most important services for citizens, and renting houses with ready-made networks for broadband access is quite logical. No one would think of introducing such facilities, for example, without power grids and running water," said one of Izvestia's interlocutors.
The Ministry of Finance is working with SIC Telecom and ANO Digital Economy on the issue of developing common requirements for communication infrastructure when houses are put into operation after construction or major repairs, the department confirmed.
— It is being discussed that an apartment building (MCD) should have the technical capability to operate multiple Internet service providers. These measures will create equal conditions for using the infrastructure inside the house for different telecom operators, and residents will have the opportunity to choose the most suitable operator," the Ministry of Finance said.
The ANO "Digital Economy" informed Izvestia that at the same time, not only access to homes is being worked out, but also full provision of infrastructure for telecom operators in the integrated development of territories and the construction of residential buildings. As a result of this work, it is planned to prepare draft amendments to the law "On Communications" and a set of rules, the implementation of which will make it possible to fulfill these requirements in the design and construction of residential complexes and beyond, the Digital Economy said.
Providers will receive ready-made infrastructure in new homes, and citizens will be able to use the services of several companies without restrictions from developers, they added.
The implementation of the initiative may look like this: at the construction stage, a single cable infrastructure is being created in the house to each apartment, said Leonid Konik, a partner at ComNews Research. A neutral infrastructure operator is appointed to operate it, which does not provide Internet services itself, but gives access to this infrastructure to third-party providers, and on transparent and identical terms, he said.
Why do we need Internet networks in new buildings?
Today, without a high-quality network capable of providing not only the transmission of large amounts of data, but also the seamless integration of household and apartment infrastructure devices (from water, heat, and electricity meters to leak sensors, video surveillance, intercom, access control systems, and IoT), it is impossible to manage a residential complex through a single platform, security, or comfort. residents, says Alkhas Mirzabekov, CEO of the operator of the ESC. MTS told Izvestia that the industry supports the legislative consolidation of in-house infrastructure for at least three operators. According to Denis Kuskov, CEO of the TelecomDaily analytical agency, the new requirement will avoid monopolization of Internet access by one provider and prevent a repeat of the situation in which residents of PEAK houses found themselves some time ago. Then there was a failure in the work of the only provider, and there were no other operators to reconnect to, the expert noted.
According to Karen Ghazaryan, Director of the Internet Research Institute, the construction of infrastructure for Internet access at the housing construction stage is an urgent initiative. This will provide residents of apartment buildings with high-quality communication. But to implement it, it will be necessary to make a number of changes to both construction and telecommunications legislation, he said.
— You need to answer the following questions: who will build networks inside houses and how, who will own them, what will be their operating conditions, and whether these cables are part of common household property," the expert listed.
For example, in Germany, issues related to indoor networks are not regulated by telecommunications legislation at all — it is not necessary to have a telecom operator's license to build them, he concluded.
The initiative of the Ministry of Finance follows logically from the trend of recent years, when Internet access is increasingly considered as the basic engineering infrastructure of the house along with electricity, water and heat supply, according to NTI wireless expert Oleg Yablokov. According to him, the main advantage for residents is that it will be possible to connect from the first day of check-in without waiting for the operator to physically reach the network to the house, which now sometimes takes months. If the law stipulates that the domestic infrastructure should be neutral and open to any operator, it deprives management companies of the very lever they use to restrict access, he believes.
The problem is that the physical cable network and entry points are often controlled by one operator, and this allows the Management Company to formally justify refusals to the rest. The network laid during the construction phase as part of the common property changes this balance and gives residents real freedom of choice, the expert added.
