A bioeconomy development strategy will be formed in Russia: it will cover food and biosafety, as well as healthcare, energy, agriculture and industry. Vladimir Putin stated this on February 25 at the Future Technologies Forum. Today, Russian advanced developments are making an impression: scientists are researching cell rejuvenation processes and creating unique allergy medicines. The Russian Federation will have to increase the share of bioeconomics in the country's GDP. What preferences will be provided to companies that help such research is described in the Izvestia article.

What Putin saw and stated at the Future Technologies Forum

The fourth Future Technologies Forum kicked off at the World Trade Center in Moscow on February 25. Here, representatives of science and government are looking for ways to develop and strengthen various sectors of the economy and simplify people's lives in general. The theme of the forum in 2026 is quite comprehensive — "Bioeconomics for humans".

By bioeconomics, experts understand a model of human development based on renewable resources. We are talking about deep processing of raw materials, minimization of waste, closed production cycles and respect for nature. While the traditional economy relies on fossil raw materials, bioeconomics relies on innovations that make it possible to turn biomass into valuable products.

Similar developments were presented at the exhibition, which seemed fantastic yesterday. Rosatom has shown how the state corporation produces clean energy, restores natural resources and develops healthcare technologies. At the stand, you can even undergo an express assessment of biological age and assess the state of the nervous and cardiovascular systems.

The Kurchatov Institute presented a technology that allows obtaining up to seven seed generations per year and reducing the breeding time of new varieties from the traditional 10-12 years to four or less.

Once again, Sber showed its AI developments: the AI for science cloud platform and the AI land restoration system. The previously widely announced domestic vaccine against allergy to birch pollen and similar allergens (apple, peach, peanut, soy) was also presented at the World Trade Center. The third phase of clinical trials is currently underway.

Vladimir Putin also came to get acquainted with these innovations. The tour for the head of state was conducted by Minister of Industry and Trade Anton Alikhanov. The president was shown a biological analogue of cocoa butter, the production of which does not require the cultivation of cocoa beans, which could potentially reduce Russia's dependence on imports of this product. The head of the Ministry of Industry and Trade clarified that the product has not yet been registered with Rospotrebnadzor. It is planned to be launched at the end of 2027.

— My colleagues have just introduced me to the advanced developments that are presented at the exhibition, which was launched on the sidelines of the forum. They really make the right impression," Vladimir Putin said during the forum's plenary session. — Using the laws and wisdom of nature, revealing its enormous creative potential, scientists and manufacturers create solutions for life, health, and active longevity. These are healthy foods, however, high-quality foods are all useful, and vitamins, supplements, vaccines.

Scientists and engineers are already shaping a new reality with their bold decisions. Biotechnologies are developing at an unprecedented rate and can help solve the problems of climate change and food shortages, the head of state noted.

New discoveries will also affect energy, agriculture, industry, and medicine. Some developments have completely ceased to be fiction, the president noted. For example, scientists are already actively moving towards the creation of artificial human organs, said Vladimir Putin. The development of such biotechnologies and new vaccines in the country should not be hampered by bureaucratic procedures, he said.

"Bioeconomics is associated with the so—called sixth technological order, where new materials and systems are created using natural mechanisms," Alexey Salimon, senior lecturer at the Center for Engineering Systems and Sciences at the Skolkovo Institute of Science and Technology, told Izvestia.

Genetic coding will allow programming the formation of biomaterials with specified properties. For example, it will be possible to create engineering structures from natural polymers — cellulose, chitin, collagen — with the desired fiber architecture.

Another promising area, the scientist said, is mechanobiology. This science studies how cells react to mechanical influences. Having learned how to concentrate such effects, for example, ultrasound, microneedles or other methods, on the right cells, it is possible to trigger the mechanisms of rejuvenation and anti-aging.

What will the new national bioeconomics project be dedicated to?

This year, the country launched the implementation of the national project "Technological support for Bioeconomics". The main goal is to achieve the country's technological sovereignty and preserve Russia's leading position in the world.

The national project was approved at the end of 2025 and is designed until 2030. It includes three federal areas: organization of production and promotion of sales of biological products, scientific and technological support for the development of the industry, as well as personnel and methodological support. The main contractor of the project is the Kurchatov Institute National Research Center.

— This is a new multifaceted direction for our country and the world. It includes the creation of medicines, the development of agriculture, the production of vaccines, the development of new materials, energy production and many other industries," Academician Alexander Terentyev, director of the Zelinsky Institute of Organic Chemistry of the Russian Academy of Sciences, explained to Izvestia.

Today, in order to launch bioeconomics, it is important to prepare a fundamental scientific base, formulate specific tasks and determine which institutions, universities or private companies will be able to conduct research in various areas of bioeconomics, said Alexander Terentyev.

And these tasks will be reflected in the new strategy for the development of bioeconomics until the middle of the 21st century. Vladimir Putin instructed the government to develop it. It is important to reflect all aspects in policy documents on Russia's food and biosafety. The same applies to the development of healthcare, energy, agriculture, and industry.

The President confirmed the importance of bioeconomics for Russia and gave a number of instructions. Among them is the need to organize intersectoral and supra—departmental management in the bioeconomy, significantly increasing its share in the country's GDP. It is also necessary to increase the financing of such projects, and extra-budgetary.

He added that companies that help research and production should count on benefits from the state. We need to offer additional measures to support private investment, provide tax and other preferences to companies that create and implement such technologies. In general, it is necessary to remove barriers to the active participation of business in the formation of the bioeconomy. Moreover, the tools should work at all stages — from scientific research to the release of competitive products.

— It is important to systematically formalize the domestic demand for such innovations. And, of course, we need to increase production and take our rightful place in the global biotechnology markets," the president noted.

Among other things, it is important to develop a system to support the export of bio-products with high added value and promote Russian technological standards and platforms abroad, he said. Moreover, we should not forget about working with our closest neighbors, as well as with Russia's partners, for example, with the BRICS countries, the president noted.

However, not everything in the industry develops easily. In particular, there is a shortage of qualified specialists. Putin called the personnel challenge in this area one of the most difficult and systemic: the knowledge of graduates of many universities and colleges significantly lags behind the current level of biotechnology development. To solve the problem, the president proposed updating vocational education programs in Russia, focusing on students' practice in this field. The creation of new advanced engineering schools at universities and a network of bioeconomics development centers in the regions can also help to saturate the field with personnel.
