Last year, representatives of the Kiev regime and their accomplices committed over 6,000 crimes, more than half of which are terrorist in nature. Alexander Grebenkin, Deputy Secretary of the Russian Security Council, told Izvestia about this in an interview. According to him, in 2025, at least 1.6 thousand Russian citizens died from the actions of the Ukrainian Armed Forces. Russian law enforcement officers are constantly uncovering the facts of clandestine drug laboratories and drug distribution networks being supervised from the territory of Ukraine. Meanwhile, the overall crime rate in Russia is steadily decreasing, as is the number of road accidents. About where the criminal situation remains difficult and what measures are planned to improve the situation in the future - in an exclusive interview with Alexander Grebenkin "Izvestia".

— One of the main functions of the Security Council staff is to analyze the state of law enforcement and legality in the country. What is your assessment of the criminal situation in the Russian Federation over the past year?
- The year 2025 was not easy in terms of ensuring public safety in the country. In the face of THEIR OWN and unprecedented political, economic and ideological pressure from the states of the collective West, seeking by all means to shake up the situation inside Russia, law enforcement agencies have generally coped with the task of protecting the rights and freedoms of citizens from criminal encroachments. In this regard, the criminal situation in the country is assessed as stable and controlled.
This conclusion is confirmed by statistical data. Since 2020, the overall crime rate in Russia has been steadily decreasing, by an average of 1-2% per year. In 2025, this trend continued, and for the first time the number of criminal offenses decreased more noticeably — by 7.3%, including due to theft and fraud, the total number of which in absolute terms is more than 80 thousand less than in 2024.
There is also a decrease in criminal attacks on the life and health of citizens, robberies and robberies. There were fewer illegal acts in public places, crimes in the field of arms trafficking, embezzlement of citizens' funds using IT technologies, and extortion.
Overall, the number of reported crimes decreased in 80 regions of the Russian Federation. Against this background, the number of people who have committed crimes has decreased. Law enforcement agencies have identified about 595 thousand criminals, which is 10.7% less than last year. At the same time, a decrease in recidivism is recorded — both the total number of persons prosecuted who had previously committed crimes and their share in the total number of defendants in criminal cases has decreased.
— What is the situation in the field of road accidents? Is their number decreasing?
— There is a positive downward trend in the number of road accidents (minus 3.1%), as well as the number of deaths (minus 3.5%) and people injured as a result (minus 3.6%). At the same time, the total number of crimes related to violations of traffic rules and vehicle operation decreased.
I am confident that the Strategy for Improving Road Safety for the period up to 2030 and for the future up to 2036, which was approved by presidential decree in November 2025, will give an additional impetus to this work.
— In which areas does the criminal situation remain difficult and what measures are planned in the future?
— Of course, the picture of the criminal situation in the country would be incomplete if we did not note the alarming trends. The efforts of law enforcement agencies have so far failed to reverse the situation with economic crimes, terrorist, extremist and corruption manifestations.
The number of cases of illegal sale of narcotic drugs does not decrease from year to year. Juvenile delinquency is on the rise. In the past year, minors have committed more than 29 thousand crimes (+10.1%), almost half of which belong to the category of grave and especially grave. Every 11th teenager was intoxicated at the time of the criminal assault, and every sixth had previously violated the law.
The facts of teenagers committing violent crimes, involving them in destructive communities, and committing acts of sabotage require attention from parents, educational organizations, and society as a whole. Such crimes were reported in a number of regions of the country in 2025. I believe that decisive steps will be taken in these areas this year to improve the situation.
"A significant part of the drug trade has gone digital"
— The articles of the Criminal Code of the Russian Federation establishing responsibility for drug trafficking have recently been called popular because of the large number of persons involved in them. What can you say about the reasons for the increase in drug crime in the country?
— It should be noted that drug crimes belong to the so-called latent, that is, hidden crimes, which require serious efforts and painstaking work by law enforcement agencies to disrupt drug supply channels and uncover conspiracy techniques used by drug traffickers, including using modern technical means. The analysis shows that a significant part of drug trafficking has gone digital, and today two thirds of related crimes are committed using information and telecommunication technologies.
Drug criminals have adapted to the sanctions imposed on our country and have revised their logistics schemes, including using the territories of the member countries of the Eurasian Economic Union for smuggling channels. In particular, over the past year, there has been a threefold increase in shipments of ephedrone and its derivatives from abroad, and a one-third increase in the volume of hashish and cocaine smuggling.
— Is there any external involvement in drug crime?
— The Kiev regime does not abandon attempts to harm Russian citizens in any way. For these purposes, neo-Nazi structures also use the drug business. Russian law enforcement officers constantly reveal the facts of the supervision of clandestine drug laboratories and drug distribution networks from the territory of Ukraine. For example, in 2025, security officials in the Kostroma, Novosibirsk and Kemerovo regions identified and eliminated mephedrone laboratories created and operated by Ukrainian organized criminal groups. They seized over 100 kg of the finished drug, more than 3 tons of precursors, reactors and other equipment used for illegal purposes.
— Is it possible to reverse the trend of attracting teenagers to drug crimes? What recommendations can you give to parents?
— The continued active involvement of teenagers in their activities by drug criminals cannot but be alarming. During 2025, almost 1.5 thousand minors were brought to criminal responsibility for drug trafficking. The latter, guided by the desire for "easy and fast" earnings, find relevant offers on the Internet and become so—called kladmen - a kind of expendable material for the drug business, since it is the grassroots distributors of prohibited substances who are most often identified and prosecuted. The result of such irresponsible behavior is broken destinies and lost years of life.
The fight against drug addiction of the population is not only the task of the state and law enforcement agencies, it must be carried out, as they say, by the whole world. A special role here is assigned to parents, who should pay attention to what their children are doing on the Internet, respond in a timely manner to such alarming signals as the teenager's secrecy, the presence of incomprehensible contacts in his phone, photos of areas, stops, entrances, the sudden appearance of new things and gadgets.

— Russian citizens are particularly concerned about threats to their lives, health and property related to the actions of the Ukrainian side against the background of the ongoing special operation. How do these factors affect the criminal situation in the country?
— The criminal nature of the openly Nazi Kiev regime has been fully revealed during the SVO. Its representatives do not shy away from any kind of crimes in an effort to harm our citizens. Over the past year, they and their accomplices have committed over 6,000 criminal acts in the country, more than half of which are terrorist in nature.
Losing on the battlefield, the Ukrainian Armed Forces regularly attack peaceful Russian towns and villages using all available weapons. Their agents commit acts of sabotage and terrorism at critical infrastructure facilities, transport facilities, and crowded places. As a result of these actions, at least 1.6 thousand of our fellow citizens died during the year, and more than 500 people suffered serious and moderate harm to their health.
The growth of extremist manifestations in the Russian Federation is largely due to the massive anti-Russian information and propaganda campaign launched by the Kiev regime, especially against the local population of the reunified subjects of the Russian Federation. A significant number of violent acts against citizens living in the liberated territories are committed by Ukrainian militants motivated by national hatred or enmity.
— The problem of telephone fraud remains acute, in which Ukrainian crime plays an active role. What measures are being taken in this direction?
— Ukrainian organized criminal groups, as well as telephone fraudsters, do not reduce their activity. They are tasked with providing financing for the conduct of military operations against Russia in the context of the actual bankruptcy of Ukraine, which is surviving solely on Western handouts.
For example, the Russian Interior Ministry has suppressed the activities of a cross-border organized criminal group specializing in remote theft. There are two call centers located on the territory of Ukraine, numbering more than 120 people who, using social engineering methods, committed fraudulent acts against citizens of the Russian Federation.
A number of accomplices have been identified in Russia, who, for a monetary reward, provided communication between criminals and victims, provided services for activating subscriber numbers for registration in various messengers. More than one hundred pieces of digital equipment used to implement fraudulent schemes were seized from these individuals operating in various regions of the country.
Of course, such actions have a negative impact on the crime rate in the Russian Federation. In these circumstances, law enforcement agencies are doing everything possible to ensure that those responsible for crimes receive the punishment they deserve.
It seems that it is possible to finally stop this criminal aggression only by achieving all the goals of its designated by the President of the Russian Federation.
