From November 1, the Federal Tax Service (FTS) may apply an out-of-court procedure for collecting tax arrears, writing off money from bank accounts and deposits of citizens. Gulnara Fatkhlislamova, Candidate of Economic Sciences, warned about this on December 3.
"The Federal Tax Service may apply an out-of-court debt cancellation procedure in the following order: within three months from the date of the delay, the Federal Tax Service sends a claim for payment and gives eight days to repay the debt. If taxes are not received in eight days, the Federal Tax Service will send the debtor a recovery decision within six months. If the debtor does not pay in this case, the Federal Tax Service will write off the tax arrears along with penalties from the individual's accounts and deposits," Fatkhlislamova said in an interview with Gazeta.Ru».
According to her, the Federal Tax Service has already sent 66.5 million notices on the payment of property taxes and personal income tax for a total amount of about 410 billion rubles. Almost a third of the notifications (21.5 million) were sent in paper form, while the rest were sent electronically.
Earlier it was reported that from November 1, 2025, the Federal Tax Service will be able to collect debts from individuals without going to court, giving debtors 30 days to challenge claims. In case of a shortage of funds in the accounts, the agency will be able to foreclose on the property.
