State Duma deputies have prepared a bill that obliges pet owners to clean up their pets' waste products in common areas of apartment buildings.

According to the proposed changes, which were reviewed by TASS, pet owners will have to clean up after pets not only when walking, but also in common areas in apartment buildings. The procedure for carrying out these measures will be determined by local authorities.

The document also introduces a ban on visiting shops, cafes, restaurants, as well as medical, educational and cultural institutions with dogs, with the exception of guide dogs. In addition, the bill regulates the rules for transporting pets on public transport, requiring that the pet be on a short leash, muzzled or carried.

According to the agency, if the law is passed, it will enter into force on September 1, 2026.
