In Russia, they plan to introduce fines for disrupting supplies for the Northern import. Such a bill is being prepared by the State Duma Committee on the Development of the Far East due to the growing number of complaints about failures in the delivery of vital goods to the northern territories, deputies told Izvestia at the Eastern Economic Forum. What threatens carriers for disrupting the supply of goods

The State Duma Committee on the Development of the Far East and the Arctic is developing a bill on penalties for disrupting the supply of goods for Northern import. Appropriate amendments will be made to the Administrative Code, Nikolai Kharitonov, the head of the committee, told Izvestia on the sidelines of the Eastern Economic Forum (EEF). It takes place in Vladivostok from 3 to 6 September.

Ensuring a stable and uninterrupted supply of goods and life support products to the northern territories is very important for the stable development of the country. This formed the basis for the law "On Northern Import" adopted by the State Duma two years ago. It is essential for us that he laid the foundation for the further development of the security system for the northern territories. With the adoption of the law, the task of providing more than 2 million residents with essential goods has acquired federal significance. This is really very important," the deputy explained.

Severny Delivery is a logistics system for the supply of goods to remote areas of the Far East and the Far North. The list of transport and logistics infrastructure facilities includes more than 150 sections of federal and local highways, 16 airports, over 125 railway stations, as well as almost 40 sea and river ports in 23 regions. These include the Republics of Komi and Sakha (Yakutia), Kamchatka and Krasnoyarsk Territories, Arkhangelsk and Tyumen Regions, Nenets, Khanty-Mansiysk and Chukotka Autonomous Districts. The goods that are supplied as part of the Northern Delivery are divided into three categories. The first priority is vital goods for the population, as well as the work of the social sphere, housing and communal services and energy. The list includes socially significant food products, non-food essentials, medicines, medical products, fuel and lubricants — a total of 158 items. The second category is cargo for state and municipal needs. The third category includes all other products.

Russian President Vladimir Putin signed the law on Northern import in August 2023. Currently, the document does not provide for responsibility for the disruption of supplies.

According to Nikolay Kharitonov, the vital goods that residents of these territories are waiting for are not always delivered on time.

— Our committee receives numerous complaints from the regions: authorities and citizens. In this regard, we believe that it is necessary to establish the administrative responsibility of carriers for disrupting transportation times," the deputy stressed, adding that the situation is under the control of the committee.

The staff of the State Duma Committee on the Development of the Far East and the Arctic clarified that the amount of fines will be worked out with the Ministry of Regional Development, as the agency coordinates the implementation of the draft law on Northern import. It is necessary to discipline both customers and operators of these shipments, according to the State Duma.

"We are ready to consider the deputies' initiative to impose fines, but we need to clearly state that it is the carriers who should be responsible, and also understand the measure of responsibility depending on the priority of the cargo they carry to the Far East and the Arctic," Anton, State Secretary and Deputy Minister for the Development of the Far East and the Arctic, told Izvestia. The topic of providing goods and food to these Territories was also discussed at the forum sessions. In particular, Dmitry Kalmykov, head of the Rosselkhoznadzor's transactional business unit, noted that the level of self-sufficiency in the Far East for the main categories of goods is very far behind the indicators for Russia as a whole.

If in the Russian Federation it is about 90% in general, then in the Far Eastern Federal District it is only 40%. Interesting statistics on this indicator for some goods: for example, for milk and dairy products in Russia — 85%, in the Far East — 51%, self—sufficiency in eggs in the Russian Federation — 98%, in the Far Eastern Federal District — 62%, for meat and meat products in the Russian Federation - 102%, in the Far Eastern Federal District — 37%, — the representative of the financial institution explained.

According to him, the situation regarding vegetables is not the best either. Thus, self—sufficiency in tomatoes in the Far East is 21%, and in cucumbers - 61%. According to him, despite the fact that large retail chains and marketplaces have entered the territory, there is a huge potential for the development of local production related to agriculture.

What else was discussed on the second day of the WEF

At the sessions of the second day of the Eastern Economic Forum, the prospects for monetary policy and the state of the Russian economy as a whole were discussed. The key rate by the end of 2025 will be about 14%, said the head of the Savings Bank, German Gref. However, in his opinion, this level is not enough to revive the economy: for this, it should be 12% or lower.

Hypothermia is probably such a strong term, but the cooling continues. We can see this in terms of GDP growth and industrial growth. We can assess the second quarter as a technical stagnation. Both July and August show quite clear signs that we are approaching zero levels. And one of the important factors is, of course, the rate," the head of Sberbank summed up, noting that he also expects a smooth depreciation of the ruble.

The Russian economy is cooling faster than previous expectations, said Maxim Reshetnikov, Minister of Economic Development. The consequences are reflected in the accumulated losses of enterprises, he added.

Businesses are still in no hurry to invest in territories in the Far East due to the high key interest rate of the Central Bank, said Alexander Kalinin, head of the head of Opora Russia. According to him, entrepreneurs are waiting for the Central Bank to decide on a new reduction on September 12.

If the loans were not tied to a floating rate, we would have somehow survived this. But when they were automatically raised after a sharp rise in prices, the business began to lose about 8 trillion rubles a year in additional costs that no one had planned," he said.

According to him, this situation initially led to a deterioration in the mutual settlements of large and small businesses, and eventually to a decrease in revenue.

— Of course, we are waiting for a reduction in the key rate. We believe that the reduction step should be broad enough to stop negative business trends," explained Alexander Kalinin.

The pace of slowing inflation allows the Central Bank to reduce the rate from 18% to 16% in September, said Vladimir Chernov, analyst at Freedom Finance Global. However, the growth of inflation expectations of the population for 12 months ahead increased to 13.5% in August from 13% a month earlier, which will be a counterweight for the regulator when making such a decision, he believes.

In addition to the economy, the forum participants also discussed the development of territories. Agency for Strategic Initiatives (ASI) at the session "The motto of the Far East is "Invest. Develop. Create" presented the results of a new Index of attractiveness of Russian regions for young people. The top five are Moscow, St. Petersburg, Moscow Region, Krasnodar Territory and Tatarstan.

Among the expected results of the jubilee WEF is a record volume of investments. As Izvestia wrote, their volume may reach 5.8 trillion rubles. Already in the early days, a number of deals were concluded: for example, an agreement was signed on the implementation of gold mining projects in the Amur Region and Khabarovsk Territory, on the development of cruise tourism, as well as on the creation of a resort in Buryatia.
