Russia and Mexico plan to expand trade cooperation — the countries do not want to limit themselves to the supply of traditional goods. The focus is now shifting to the sectors of information technology, medicine and pharmaceuticals. At the same time, Mexico is a strong player in the field of medicine, and its products may be in demand on the Russian market. As Izvestia found out, a large business mission from the Russian Federation visited the Latin American country in August.

New areas for cooperation

Russia and Mexico intend to develop cooperation in the field of information technology, medicine and pharmaceuticals.

— In August 2025, a business mission of Moscow companies through the Moscow Export Center visited Mexico City. Within the framework of this mission, companies from the sectors of information technology, medicine and pharmaceuticals interested in establishing cooperation with Mexican partners were represented. The delegation's visit is timed to coincide with the ExpoMed international exhibition, which annually gathers the leading players in the Latin American medical market, the Russian Embassy in Mexico told Izvestia.

At the same time, in November last year, the countries already discussed the supply of insulin and antibiotics from Russia to Mexico. Moscow sells insulin to other Latin American countries, in particular Cuba and Venezuela. The latter is also working on launching the production of this medicine using Russian technology.

The diplomats note that such initiatives are an important step towards strengthening economic ties and diversifying mutual trade, including the development of non—primary and high-tech exports from Russia.

— Mexican and Russian entrepreneurs have set their sights on high-tech sectors: digital technologies, pharmaceuticals, and medical equipment. Opportunities in these areas were discussed in face—to-face meetings and remotely with the participation of our businessmen," the Mexican Embassy in Russia noted.

Mexico is considered an important manufacturer of medical equipment, with at least 635 factories operating in this field. In 2022, it earned more than $6 billion from the sale of these products, most of which goes to the US market.

At the same time, the cost of manufacturing medical equipment in a Latin American country is 25% lower than in the same States, and 6% lower than in China. Mexico manufactures medical diagnostic equipment, surgical instruments, implants and prostheses, electronic monitoring devices, as well as medical supplies (syringes, catheters, wound care products).

Russia has long been dependent on Western supplies of medical equipment, although after February 2022 it began to invest more in domestic technologies.

— There are no sanctions specifically regarding the supply of medical equipment. However, Moscow is subject to broad bans on the supply of electronics, machinery and dual-use equipment. Such restrictions formally apply to medical equipment. Another part of medical devices and devices may be included in the list of industrial goods, which are also prohibited for export to the Russian Federation, or subject to other restrictions," says international expert Polina Chupriyanova.

Trade between the two countries is complicated by logistical problems and difficulties in making payments. However, entrepreneurs find a way to deal with them.

The potential of trade relations between Russia and Mexico

Mexico is Russia's second most important partner in Latin America after Brazil. The republic pursues a pragmatic policy towards Moscow: on the one hand, the authorities do not support our country's actions in Ukraine, on the other, they do not criticize them. In many ways, Mexico is focused on domestic issues — the fight against drug trafficking and the transit of migrants from other Latin American countries to the border with the United States.

Finally, the Mexican side is more focused on maintaining positive relations with neighboring States, as well as with regional partners. However, the state is open to economic cooperation with Russia and an increase in the number of joint projects.

"It is worth emphasizing the intensification of the business dialogue between the two countries and the growing interest on the part of business in expanding the format of cooperation," the Russian Embassy added.

A striking example was the holding of the first Russia-Mexico business Forum in Mexico City in April 2025, organized by the Roscongress Foundation with the support of the Russian Trade Mission in Mexico and the Mexican Chamber of Industry CANACINTRA.

The event brought together several hundred participants — representatives of business circles, industry unions and government agencies of both countries. It has become an important platform for discussing the prospects of cooperation in the energy, mechanical engineering, agroindustry, pharmaceuticals and digital technologies, Russian diplomats noted.

Commercial relations between Mexico City and Moscow are undergoing a stage of adaptation to current challenges, the Mexican embassy added. Currently, active work is underway to create new logistics routes.

The business communities of both countries are interested in expanding cooperation, as well as in not limiting trade and investment in traditional products, such as Russian exports of fertilizers and iron products or Mexican agricultural food sales, Mexican diplomats say.

"Our trade has grown significantly over the past 15 years, from just over $500 million in 2009 to an average of $2 billion per year from 2021, but the potential of our markets is still very high," the Mexican embassy said.

There is no data on the level of trade turnover in 2025 yet. Nevertheless, according to the Russian side, according to the preliminary results of the first quarter, it can be concluded that there has been no significant growth in mutual trade volumes this year and no breakthrough changes are taking place yet.

As for last year, in the period from January to November, the trade turnover between the two countries amounted to $1.3 billion. Russia exported primarily mineral fertilizers, cast iron, steel, aluminum products, as well as wheat and rubber to Mexico. Mexico, in turn, supplied pepper, dried fruits, medical products, ethyl alcohol and coffee to the Russian Federation.

Also earlier, Izvestia learned about the plans of the Latin American state to increase sales of Mexico's traditional drink, tequila, in Russia and potentially even start bottling it in our country.
