The Armed Forces of Ukraine (AFU) attacked a substation in the city of Rylsk. This was announced on November 3 by Alexander Khinshtein, Governor of the Kursk region.

"In the city of Rylsk, as a result of an enemy strike on a substation, an emergency power outage occurred," he wrote on his Telegram channel.
