Insurers warned about the rising cost of CTP

The average cost of CTP policies in Russia has reached a low point, and now insurers expect it to gradually increase. This was stated by the head of the Russian Union of Motor Insurers (RSA) Evgeny Ufimtsev, RIA Novosti reported on October 30.

Ufimtsev estimated the future increase in the cost of the CTP policy by 2-3%. He noted that since the beginning of the year, the insurance premium has been decreasing with an increase in payments to drivers due to lower costs for insurers and the strengthening of the ruble.

By the end of December, the RSA is going to prepare updated reference books on the average cost of auto parts, materials, and standard hours of work. This will not lead to a jump in the cost of policies, the head of the RSA assured.

He also recalled that the Bank of Russia is currently developing a mechanism that will change the approach to calculating CTP tariffs: coefficients will be added to take into account the unprofitability of this type of insurance in regions of the Russian Federation with a high level of insurance fraud.

According to the union, the average premium for CTP in the Russian Federation in the first three quarters of the year amounted to 7274 rubles, in some regions of the Russian Federation with low accident rates, the cost of policies slightly exceeds 5 thousand rubles.

Earlier, on October 27, it was reported that the State Duma Committee on State Construction and Legislation recommended the adoption in the first reading of a bill that prohibits repeated fines during the day for driving without CTP.

On October 24, a representative of the Russian Union of Motor Insurers told Izvestia that a pilot project for checking CTP from cameras could be launched in several regions by the end of 2025. Anatoly Aksakov, head of the State Duma Committee on the financial Market, clarified that Moscow, St. Petersburg and Chuvashia are planning to join it. It is assumed that the mechanism will be extended to the whole country in October 2026.
