The Kremlin assessed Zelensky's intention to present a "plan of victory" in the U.S.

Kremlin spokesman Dmitry Peskov on September 23 commented on the information that Ukrainian President Volodymyr Zelensky (his term expired on May 20) intends to present a "victory plan" to the United States.

"We believe that it is impossible to engage in any analysis based on media reports. If at some point some information will already appear according to official sources, we will certainly scrutinize it," he said.

According to him, at the moment there is a lot of contradictory and unreliable information, which the Russian authorities treat with restraint.

Zelensky flew to the United States on Sunday, September 22, where he is expected to present to the American leader his plan of action in the conflict in Ukraine. It was noted that this draft implies a demand to authorize Kiev to strike Russian territories.

On the same day, British professor Mark Galeotti wrote in The Times that Zelensky's allies do not believe in the very possibility of victory under his plan. According to the expert, U.S. representatives have familiarized themselves with the main ideas of the plan and concluded that it is generally practical, but does not give an idea of how Kiev intends to end the conflict.

Earlier, on September 14, Russian Deputy Foreign Minister Sergei Ryabkov said that the United States and the United Kingdom had already issued Kiev all indulgences and given carte blanche to use missiles for attacks on Russian territory.

Western countries have stepped up military and financial support for Ukraine amid Russia's special operation to protect Donbas, which was announced by Russian President Vladimir Putin on 24 February 2022 after the situation in the region worsened due to shelling by the Ukrainian military.
